Every time I start up Windows I get these messages: "Error in Loading String XML Error is 2" and "Resource xml.dll failed". What does the xml.dll file do?

The xml.dll file facilitates the sharing of data across different information systems and the Internet by defining a standardized format (Extensible Markup Language) for applications to use when sending/receiving data.
